SYL has been in dispute since 1966
Let us tell you that this dispute has been going on since 1966 when Haryana was carved out of Punjab.┬аAfter a long dispute of 10 years, the water sharing between the two states was finalized in 1976 and with this the matter of building the Sutlej Yamuna Canal was said.┬аOn 24 March 1976, the Central Government had issued a notification to Haryana to give 3.5 MAF of Punjab’s 7.2 MAF i.e. million acre feet of water, after which the farmers of Punjab again took to the road.┬а
After this agreement was reached in the year 1981 and former PM Indira Gandhi inaugurated SYL on 8 April 1982 in Kapurai village of Patiala district of Punjab.┬аHowever, even after this the controversy did not stop, rather or rather, the controversy continued to grow.┬аIn 1985, former Prime Minister Rajiv Gandhi met SAD chief Harchand Singh Longowal and then an agreement was signed for a new tribunal.┬а

Punjab did not agree with the decision of the Supreme Court
Punjab canceled all water agreements by enacting the Punjab Termination of Agreements Act-2004.┬аIn this way, Punjab had refused to accept the agreement giving water to Haryana.┬аSaid to return the land acquired for the Punjab Canal to the farmers.┬аA bill for this was also passed in the assembly, which has made the situation more complicated and the canal has been filled with soil.┬аIn such a situation, in view of the possibility of hurting the concept of federal structure, the President sought a reference from the Supreme Court.┬а
The matter lay in cold storage for 12 years and in 2015, the BJP government led by Manohar Lal Khattar requested the Supreme Court to set up a Constitution Bench to hear the President’s reference.┬аIn February 2016, the Supreme Court constituted a five-judge bench, which after hearing the matter asked the central government to resolve the dispute between the two states at the earliest.
Central government’s attempt to compromise┬а
After the intervention of the Supreme Court, now when the Jal Shakti Minister of the Center and the Chief Ministers of Punjab and Haryana held a meeting, this dispute came to the fore again.┬аAmarinder Singh had said that after the partition of Punjab, except water, all our assets were divided on the basis of 60 and 40, because that water included water from Ravi, Beas and Sutlej, but not of Yamuna.┬аI have suggested that they should also include water from Yamuna and then divide it on the basis of 60 and 40.┬аHowever, Haryana is not agreeable to this formula of Punjab.┬а
